The name Liö He̜ Vrët is derived from the Wood Elvish language, as Liö He̜ Vrët was founded by Gralubelynn Ghosegrael, who was culturaly Wood Elven.
Climate
Liö He̜ Vrët has a yearly average temperature of 14°C (57°F), with its average temperature during the summer being a warm 28°C (82°F) and its average temperature during the winter being a cold 1°C (33°F). Liö He̜ Vrët receives an average of 153 cm/y (60 in/y) of precipitation, most of which comes in the form of snow during the pleasantly short winter months. Liö He̜ Vrët covers an area of nearly 4 km2 (1 mi2), and an average elevation of 3042 m (9980 ft) above sea level.
Overview
Liö He̜ Vrët was founded durring the late 14th century in winter of the year 1280, by Gralubelynn Ghosegrael. The establishment of Liö He̜ Vrët was only bairly constructed. The sheer number of problems with its founding were enough to make several of the backers funding Liö He̜ Vrët's construction back out of the project. Gralubelynn Ghosegrael pushed on reguardles, and Liö He̜ Vrët was finished, but starts off as a terible place to live.
Liö He̜ Vrët was built using the conventions of Wood Elven durring the late 14th century. Naturaly, all settlmentss have their own look to them, and Liö He̜ Vrët is no diffrent. The town's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.
Liö He̜ Vrët is buildings are arranged arrounded highly ordered system of spacious worn bedrock streets which form hexical paterns, allowing the incides of the octagons to be common grounds for the buildings on the edges, be it for parkland, yardspace, plazas, or markets. The town is protected by a series of wooden fences ringing the town's parimiter, which are likly intended to keep varrious beasts out of town rather than protect it from attack by any intelegent agents. Liö He̜ Vrët's bare minimum defences are suffering from significent damage, so much so that examples can be pointed to no matter which section one might have within their line of site, and most of which render sections inoperable at present.
Right off the bat Liö He̜ Vrët hits you in the face with its success. Everyone, even the peasants, are dressed in well made clothing. Every tool and implement you can see is finely made, and people will boast to you as obvious strangers of the wonders which can be found in their markets. More interestingly is a total lack of beggars, and plenty of new buildings are going up even as you speak. Somehow this town has come into quite a lot of wealth, and recently from the looks of things. The town is very clearly a joyfull place as well as wealthy. Music can be heard often, as well as laughter. The smell of food and drink permiates the air. You can’t help but smile.

Liö He̜ Vrët has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.
Liö He̜ Vrët has a Hall of Slayers, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.
Liö He̜ Vrët has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Liö He̜ Vrët's public wards, blessings, and other arcane systems.
Liö He̜ Vrët possesses an older civil lighting system consisting of street lamps. These lights provide nighttime illumination to most city streets.
Liö He̜ Vrët has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands.
Liö He̜ Vrët has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Cultural Notes
There’s a relatively new religion in Liö He̜ Vrët which is rapidly gaining power. It might be a sectarian offshoot of a major faith, the unique product of a new prophet, or an outside faith backed by wealthy and powerful foreign supporters. Depending on the demands made on believers, the new faith may be a matter of concern only to the existing clergy, or it might be a major flashpoint for conflict in the community.
Liö He̜ Vrët's town hall was built using a different architectural style from the rest of the town. The style used is famous for its stately symmetry, classical elements, and grand appearance. Columns and pillars, such as Corinthian columns, are often seen supporting open structures or porticos. Symmetry is an important feature of this style, with each half of a building mirroring the other. Domed ceilings and windows grace these buildings, with everything placed in a mathematical arrangement.
Due to the actions of local Kami, winter is long in Liö He̜ Vrët.
The Ice Elemental, Small near Liö He̜ Vrët are known to be almost tame, such that they can be put to domestic use.
Liö He̜ Vrët's citizens partake in a curious ritual relating to their local kami. It takes place in summer and involves ritual combat to channel Summoning energies of tier 3 via singing.
